Job Responsibilities: 

This position supports the NAWCAD Program Management Department and the H-53 Heavy Lift Helicopters Program Office (PMA-261) serving as the primary liaison between the Mission Systems Level 3 Integrated Product Team Lead (IPTL), the Procurement team/Contract Specialist, the Business Financial Manager (BFM), and the Acquisition team to support quality and efficiency improvements across the PMA’s procurement processes. Duties include applying analytic techniques in the evaluation of program/project objectives; analyzing requirements, statuses, budgets, and schedules; performing management, technical, or business case analyses; collecting, completing, organizing, and interpreting data relating to aircraft/weapon/project acquisition and product programs; and applying government-instituted processes for documentation, change control management, and data management. Tasking also involves decreasing procurement cycle times, executing Acquisition Strategies, driving pre-award competitive procurement communications, and improving Support Equipment delivery timeliness to the Fleet. Qualifications & Requirements 

  • BA/BS degree and three (3) to ten (10) years of experience applying analytic techniques in the evaluation of DoD-related program/project objectives. ALLOWABLE SUBSTITUTION: AA/AS degree with an additional two (2) years of experience OR a high school diploma/GED and an additional four (4) years of experience.
  • Possess/retain an active Secret Level DoD security clearance. 
  • Must have excellent oral and written communication skills.

Job Responsibilities:

Duties include providing program management and leadership guidance; building and maintaining a robust team to achieve fleet mission requirements; and meeting cost, schedule, and performance goals. Other duties include: development and coordination of program documentation, requirements documentation, program plans, and budgets/costs; participating in risk management working groups; using experience/knowledge of budget sheets (P-40/P3a) while facilitating NAVAIR obligation and expenditure policies/processes; managing and tracking spend plans and data calls associated with the Program, Planning and Budgeting System (PPBS); and overseeing procurements using the Program Management Tool (PMT) including generation and tracking of PMT actions/milestones. Duties will be performed in support of NAVAIR’s Propulsion and Power laboratories and will include: assembling, installing, testing, and maintaining electrical or electronic wiring, equipment, appliances, apparatus, and fixtures, using hand tools and power tools; connecting wires to circuit breakers, transformers, or other components; diagnosing and repairing malfunctioning systems, apparatus, and components; inspecting electrical systems to identify hazards and defects; installing or modifying equipment per applicable electrical codes and regulations; testing electrical systems and continuity of circuits; designing and planning layout and installation of electrical wiring, equipment, and fixtures; directing and training junior electricians; and preparing cost and manpower estimates for the installation of new electrical systems. Job Responsibilities:

This position serves as an in-country (Australia) liaison for the Maritime Patrol and Reconnaissance Aircraft Program Office (PMA-290) in support of the PMA-290 Joint Program Office (JPO), the U.S. Navy Supply Command (NAVSUP), and the Royal Australian Air Force (RAAF).

In particular, this position supports spare equipment/component stock management and stock requirement activities between the U.S. Navy and RAAF for the P-8A Poseidon, to include: proactive identification of supportability issues for Defense Logistics Agency (DLA) managed material; providing recommendations and guidance on Aviation Depot Level Repairable (AVDLR) components/spares; performing liaison duties for the JPO regarding fiscal and material management; engaging with other logistics departments and aviation depots to improve internal management and operations; initiating supply discrepancy reporting and subsequently monitoring/resolving issues; supplying inputs for development of obsolescence management strategies; tracking/advising on DLA (9B) stock postures and estimated delivery dates; generating lead time estimates and/or repair turnaround times (RTAT) for repairable assets/components (7R stock); following up on shipping delays and documentation releases; and assisting with RAAF documentation/requirement development/revisions. May be tasked to perform additional duties on an as-needed basis. Position is located in-country at RAAF Base Edinburgh, Australia. Requisition #: ESI 0126.

Qualifications & Requirements:
