Program Analyst, Journeyman (PMA-299)

Job Responsibilities: 

Position directly supports the H-60 Joint Program Office (PMA-299) and the Mission Systems Integrated Product Team (IPT). Applies analytic techniques in the evaluation of program/project objectives; analyzes and/or tracks program/project requirements, status, budgets, and schedules; performs management, technical, and/or business case analyses; collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs; and applies government-instituted processes for documentation, change control management, and data management. Must have experience in program/project analysis activities and have an active Secret level DoD security clearance. Qualifications & Requirements:

• BA/BS degree and three (3) to ten (10) years of experience applying analytic techniques in the evaluation of program/project objectives. Financial Analyst

Job Responsibilities:

Position provides high-level Business Financial Manager (BFM) support within the Common Aviation Support Equipment Program Office (PMA260). Responsibilities involve advising the BFM on all phases of budget administration, including the formulation, review, defense, and execution for major programs; developing justifications and presenting budget estimates, financial reports, and briefings to senior leadership; monitoring, controlling, and reporting on obligations and expenditures; developing, interpreting, and implementing advanced financial management policies, procedures, and internal controls; and ensuring compliance with legal and regulatory requirements. Duties include performing managerial/cost accounting, budgeting, funding execution, manpower management, workload, acquisition, document management, system support, and financial analyses to provide efficient allocation and effective utilization of financial resources, making recommendations for improving operations, systems, and reporting. Will use Navy Enterprise Resource Planning (ERP), Procurement Business Intelligence Service (PBIS), and Acquisition Management System (AMS) Common Spend Plan Tool (CSPT) to perform financial execution functions. Other tasks include providing support with a variety of management activities, corporate initiatives, special projects, and data calls which could have significant impact on the organization and its business operation. Positional duties may include other tasks on an as-needed basis. Qualifications & Requirements:  

• Requires a BS/BA degree and three (3) to 10 years of experience in financial management, two (2) of which must be within Department of Navy (DON), OR an AA/AS degree plus four (4) years of additional work experience, OR a HS diploma and six (6) years of additional work experience. 

• Expertise in addressing complex and evolving financial requirements across major Navy programs, with demonstrated knowledge of RDT&E, APN, OPN, and OMN appropriations is highly desired.  

• Proven experience in managing and analyzing large, complex programs and developing financial policies is preferred.

• Must be a US citizen, possess a valid state driver’s license, and possess an active DoD Secret-level security clearance.

Acquisition Analyst (PMA260)

Job Responsibilities:

Duties include applying analytic techniques in the evaluation of program/project objectives; analyzing requirements, status, budget, and schedules; performing management, technical, or business case analyses; collecting, calculating, organizing, and/or interpreting data related to aircraft/weapon/project acquisition and production programs. Qualifications & Requirements:

• Three (3) to ten (10) years of experience in acquisition, program management, technical, or business analysis discipline related to aircraft/weapon/project acquisition and product programs within the Department of War (DoW).
• BA/BS degree; allowable substitution: AS/AA degree and an additional 2 years of qualifying experience OR a HS diploma/GED with an additional 4 years of qualifying experience.
• Requires a comprehensive knowledge of federal/defense acquisition principles, policies, regulations, and procedures, to include understanding the Procurement Initiation Document (PID) and the Procurement Management Tool (PMT) processes, as well as NAVAIR program office operations.
• Experience in leading and mentoring a team of analysts is highly desired.
• Must possess excellent oral and written communication skills and have working knowledge of the acquisition process and Acquisition Management System (AMS) tools including:

Engineering Technician

Job Responsibilities:

Position provides maintenance and technical support for NAVAIR’s Electromagnetic Environmental Effects (E3) branch. Duties include coordinating facility maintenance activities or associated facility work projects. Tasks involve operating, maintaining, and coordinating operations of the aircraft hangar, anechoic chamber facility equipment, and aircraft ground support equipment to include electrical service, hydraulic carts, air or liquid cooling carts, fuel tank inerting/purging equipment, forklifts, aircraft ground handling, and hoisting operations. Additional responsibilities include operating test equipment, facilities, and/or aircraft systems during tests, ensuring compliance, and conducting tests in accordance with approved test plans or standard operating procedures. Other duties include participating in repositioning aircraft as a wing walker, brake rider, or ground aircraft director during towing, ground taxi, or ground engine-turn operations. Qualifications & Requirements:  

• Requires a High School diploma or GED and a valid US driver’s license.  
• Must be a US citizen and able to obtain/retain a Secret level DoD security clearance. 
• Must be able to pass U.S. Government drug screening standards and  obtain a DOT physical. 
• Experience with using tools and conducting electrical and mechanical repairs is required. 
• Being mechanically inclined, administratively capable, and proficient with Microsoft Office products is preferred.

Computer Specialist/Systems Administrator

Job Responsibilities: 

Positional duties involve providing systems administration support to maintain closed-loop and open-loop network functionality; performing data backup, storage, and archiving routines; developing and submitting inputs to software user documentation; complying with NAVAIR information security guidelines; maintaining Cybersecurity Risk Management Construct (CSRMC) authorizations/certifications; supporting configuration management requirements; and operating computers, network servers, backup storage devices, and other peripheral equipment. May be required to perform other tasks on an as-needed basis. Qualification & Requirements: 

• BS/BA degree in Computer Science or related technical specialty; OR a HS diploma/GED AND an additional ten (10) years of combined education/experience working within a relevant technical field; OR a related AA/AS degree and an additional four (4) years of qualifying experience.

Electrical Engineer

Job Responsibilities:

Functions entail providing support for electrical power quality testing and evaluation, including voltage and frequency transients/modulation, voltage distortion, and power interruption on various aircraft, shipboard, ground vehicle, and vendor prototype components and equipment. Additionally, the candidate will interface test articles with programmable power supplies and data acquisition equipment to conduct power quality tests, followed by analysis of test article responses for compliance with MIL-SPECS/MIL-STDs. In particular, candidate must have experience with MIL-STD-704, MIL-STD-1275, and FAA RTCA DO-160. May be required to perform other tasks on an as-needed basis. Qualifications & Requirements:

• Candidate requires a BS degree in Electrical Engineering from an accredited ABET college or university.
• Must have at least 4 years of experience supporting RDT&E programs for military aircraft/weapon systems, including 2 years planning, directing, and/or participating in aircraft and laboratory testing.
• Position requires knowledge of test planning, data collection, data analysis, test report writing, and presentation of results. Further requirements include specialized knowledge and experience in the design, installation, operation, calibration, maintenance and repair of power quality test facilities, associated equipment, and their control systems.
