Financial Analyst

Job Responsibilities:

Position provides high-level Business Financial Manager (BFM) support within the Common Aviation Support Equipment Program Office (PMA260). Responsibilities involve advising the BFM on all phases of budget administration, including the formulation, review, defense, and execution for major programs; developing justifications and presenting budget estimates, financial reports, and briefings to senior leadership; monitoring, controlling, and reporting on obligations and expenditures; developing, interpreting, and implementing advanced financial management policies, procedures, and internal controls; and ensuring compliance with legal and regulatory requirements. Duties include performing managerial/cost accounting, budgeting, funding execution, manpower management, workload, acquisition, document management, system support, and financial analyses to provide efficient allocation and effective utilization of financial resources, making recommendations for improving operations, systems, and reporting. Will use Navy Enterprise Resource Planning (ERP), Procurement Business Intelligence Service (PBIS), and Acquisition Management System (AMS) Common Spend Plan Tool (CSPT) to perform financial execution functions. Other tasks include providing support with a variety of management activities, corporate initiatives, special projects, and data calls which could have significant impact on the organization and its business operation. Positional duties may include other tasks on an as-needed basis. Position is located at NAS Patuxent River, MD, and some telework may be authorized on a case-by-case basis. Requisition #ESI 0188. 

Qualifications & Requirements:  

  • Requires a BS/BA degree and three (3) to 10 years of experience in financial management, two (2) of which must be within Department of Navy (DON), OR an AA/AS degree plus four (4) years of additional work experience, OR a HS diploma and six (6) years of additional work experience. 
  • Expertise in addressing complex and evolving financial requirements across major Navy programs, with demonstrated knowledge of RDT&E, APN, OPN, and OMN appropriations is highly desired.  
  • Proven experience in managing and analyzing large, complex programs and developing financial policies is preferred.
  • Must be a US citizen, possess a valid state driver’s license, and possess an active DoD Secret-level security clearance.  
  • Salary range: $100/hr – $125/hr, negotiable.
