Financial Analyst

Job Responsibilities:

Position provides high-level Business Financial Manager (BFM) support within the Common Aviation Support Equipment Program Office (PMA260). Responsibilities involve advising the BFM on all phases of budget administration, including the formulation, review, defense, and execution for major programs; developing justifications and presenting budget estimates, financial reports, and briefings to senior leadership; monitoring, controlling, and reporting on obligations and expenditures; developing, interpreting, and implementing advanced financial management policies, procedures, and internal controls; and ensuring compliance with legal and regulatory requirements. Duties include performing managerial/cost accounting, budgeting, funding execution, manpower management, workload, acquisition, document management, system support, and financial analyses to provide efficient allocation and effective utilization of financial resources, making recommendations for improving operations, systems, and reporting. Will use Navy Enterprise Resource Planning (ERP), Procurement Business Intelligence Service (PBIS), and Acquisition Management System (AMS) Common Spend Plan Tool (CSPT) to perform financial execution functions. Other tasks include providing support with a variety of management activities, corporate initiatives, special projects, and data calls which could have significant impact on the organization and its business operation. Positional duties may include other tasks on an as-needed basis. Qualifications & Requirements:  

  • Requires a BS/BA degree and three (3) to 10 years of experience in financial management, two (2) of which must be within Department of Navy (DON), OR an AA/AS degree plus four (4) years of additional work experience, OR a HS diploma and six (6) years of additional work experience. 
  • Expertise in addressing complex and evolving financial requirements across major Navy programs, with demonstrated knowledge of RDT&E, APN, OPN, and OMN appropriations is highly desired.  
  • Proven experience in managing and analyzing large, complex programs and developing financial policies is preferred.
  • Must be a US citizen, possess a valid state driver’s license, and possess an active DoD Secret-level security clearance.  
  • Salary range: $100/hr – $125/hr, negotiable.

Job Responsibilities: 

Position supports the NAWCAD Program Management Department and the Tomahawk Weapons System Program Office (PMA-280). Applies analytic techniques in the evaluation of program/project objectives; analyzes and/or tracks program/project requirements, status, budgets, and schedules; performs management, technical, and/or business case analyses; collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs; and applies government-instituted processes for documentation, change control management, and data management. Must have experience in program/project analysis activities and have an active Secret level DoD security clearance. Position is located in Patuxent River, MD, and some telework may be authorized on a case-by-case basis. Requisition #ESI 0143  

Qualifications & Requirements: 

  • BA/BS degree and three (3) to ten (10) years of experience applying analytic techniques in the evaluation of program/project objectives. ALLOWABLE SUBSTITUTION: AA/AS degree with an additional two (2) years of experience OR a high school diploma/GED and an additional four (4) years of experience. 
  • Possess/retain an active Secret Level DoD security clearance 
  • Must have experience in DoD program/project analysis activities. 
  • Salary range: $80K – $120K/year, negotiable

Acquisition Analyst (PMA260)

Job Responsibilities:

Position supports the Common Aviation Support Equipment (SE) Program Office (PMA260) as an Acquisition/Program Analyst reporting directly to the Acquisition Lead. Duties include applying analytic techniques in the evaluation of program/project objectives; analyzing requirements, status, budget, and schedules; performing management, technical, or business case analyses; collecting, calculating, organizing, and/or interpreting data related to aircraft/weapon/project acquisition and production programs. Duties may also include performance of additional tasks on an as-needed basis. Position is located at NAS Patuxent River, MD, and some telework may be authorized on a case-by-case basis. Qualifications & Requirements:

  • Three (3) to ten (10) years of experience in acquisition, program management, technical, or business analysis discipline related to aircraft/weapon/project acquisition and product programs within the Department of War (DoW).
  • BA/BS degree; allowable substitution: AS/AA degree and an additional 2 years of qualifying experience OR a HS diploma/GED with an additional 4 years of qualifying experience.
  • Requires a comprehensive knowledge of federal/defense acquisition principles, policies, regulations, and procedures, to include understanding the Procurement Initiation Document (PID) and the Procurement Management Tool (PMT) processes, as well as NAVAIR program office operations.
  • Experience in leading and mentoring a team of analysts is highly desired.
  • Must possess excellent oral and written communication skills and have working knowledge of the acquisition process and Acquisition Management System (AMS) tools including:
    • PMT
    • Common Spend Plan Tool (CSPT)
    • Procurement related Tableau Visualizations
  • Active Secret level DoW security clearance and U.S. citizenship
  • Salary range: $80K – $135K/year, negotiable.
