Senior Logistics Manager

Job Responsibilities:

This position supports the Maritime Patrol and Reconnaissance Aircraft Program (PMA-290) Integrated Logistics Support (ILS) efforts related to the P-8A Poseidon aircraft’s software (SW)/firmware requirements.

Position assists the SW IPT’s DAPML with P-8A SW development, integration, and sustainment. Duties include developing and maintaining aircraft and Systems Integration Lab (SIL) SW trackers; reviewing, evaluating, coordinating, recommending, and briefing all related ECPs; drafting/routing TD/ASCs in conjunction with PMA-290 TD coordinator; conducting root cause analysis for readiness and cost degraders affecting SW sustainment; coordinating new acquisitions involving SW and provide inputs to SOWs/CDRLs; developing, managing, tracking, and maintaining current and newly procured SW licenses; managing/coordinating the Software Configuration Matrix (SCM) for Fleet sustainment; maintaining liaison with TYCOM for current authorized SW configurations and availability; coordinating, identifying, planning, and delivering SW updates to maintenance laptops; and supporting, justifying, and developing packages for the P-8A SW Support Activity (SSA) to mitigate top Fleet SW deficiencies. May be tasked to perform additional duties on an as-needed basis. Position is located at NAS Patuxent River, MD and may include a hybrid (in office/telework) schedule on a case-by-case basis. Qualifications & Requirements:

  • Most have ten (10) years of DoD-related integrated logistics support experience within an aircraft platform or mission systems acquisition, production, or sustainment program.
  • Requires an MS/MA degree, OR a BS/BA degree and an additional four (4) years of relevant experience, OR a HS Diploma/GED and an additional ten (10) years of relevant experience.
  • DoD/NAVAIR software acquisition/sustainment experience is highly desired.
  • Must be a U.S. Citizen
  • Requires an active DoD Secret Level Clearance

Job Responsibilities:

Position reports directly to the PMA260 Deputy Acquisition Lead, Common Aviation Support Equipment Program Office (PMA-260) serving as an acquisition analyst supporting the Common Ground Support Equipment (CGSE) Integrated Product Team Leads (IPTL). Position applies analytic techniques in the evaluation of program/project objectives; analyzes requirements, status, budget, and schedules; performsmanagement, technical, or business case analyses; collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs. Position will serve as the primary liaison between the IPTL, the Procurement team/Contract Specialist, the Business Financial Manager (BFM), and the Acquisition team to help improve the quality and efficiency of the procurement process across the PMA, as well as increase procurement efficiencies, decrease cycle time, execute Acquisition Strategies, drive pre-awardcompetitive procurement conversations, and improve Support Equipment delivery timeliness to the Fleet. Duties may include performance of additional tasks on an as-needed basis. Qualifications & Requirements:

  • Three (3) to ten (10) years of experience in a program management, technical, or business analysis discipline related to aircraft/weapon/project acquisition and product programs within the Department of the Navy (DoN).
  • BA/BS degree. Allowable substitution: AS/AA degree and an additional 2 years of experience OR a HS diploma/GED with an additional 4 years experience.
  • Must possess excellent oral and written communication skills and have working knowledge of the acquisition process and tools including:
    • Procurement Management Tool (PMT)
    • Common Spend Plan Tool (CSPT)
    • Procurement related Tableau Visualizations

Position directly supports the Aircraft Launch and Recovery Equipment Program Office (PMA-251). Duties include performing junior level Business Financial Manager (BFM)/Financial Analyst activities, such as maintaining weekly reporting, executing tasks within Enterprise Resource Planning (ERP), supporting data call responses, and reconciling Common Spend Plan Tool (CSPT) files. Additionally, position is responsible for applying analytic techniques in the evaluation of program/project objectives; analyzing requirements, status, budget and schedules; performing management, technical, or business case analyses; collecting, completing, organizing and interpreting data relating to aircraft/weapon/project acquisition and product programs; tracking program/project status and schedules; and applying government-instituted processes for documentation, change control management, and data management. Position requires a Secret level security clearance, as well as experience with Microsoft Office products. Duties may include performance of additional tasks on an as-needed basis. Job Responsibilities:

This position serves as an in-country (Australia) liaison for the Maritime Patrol and Reconnaissance Aircraft Program Office (PMA-290) in support of the PMA-290 Joint Program Office (JPO), the U.S. Navy Supply Command (NAVSUP), and the Royal Australian Air Force (RAAF).

 In particular, this position supports spare equipment/component stock management and stock requirement activities between the U.S. Navy and RAAF for the P-8A Poseidon, to include: proactive identification of supportability issues for Defense Logistics Agency (DLA) managed material; providing recommendations and guidance on Aviation Depot Level Repairable (AVDLR) components/spares; performing liaison duties for the JPO regarding fiscal and material management; engaging with other logistics departments and aviation depots to improve internal management and operations; initiating supply discrepancy reporting and subsequently monitoring/resolving issues; supplying inputs for development of obsolescence management strategies; tracking/advising on DLA (9B) stock postures and estimated delivery dates; generating lead time estimates and/or repair turnaround times (RTAT) for repairable assets/components (7R stock); following up on shipping delays and documentation releases; and assisting with RAAF documentation/requirement development/revisions. May be tasked to perform additional duties on an as-needed basis. Position is located in-country atRAAF Base Edinburgh, Australia. Requisition #: ESI 0126.
